Building rooftop outlines for all significant structures in the City of Waterloo, represented by polygons. Areas for ancillary structures such as decks are not represented. The polygons are intended to be used as base data, and to represent the approximate generalised outline of the building. Note that the roofline may not match the footprint on the ground. Polygons were initially created based on aerial photgraphy from 2000, and have since been maintained based on more recent aerial orthophotography from multiple years (particularly 2016, 2014, 2012, and 2009). Updated polygons (edited in 2013/2014) have been digitised at a scale of 1:250. Updated polygons are much improved, and should have square corners (unless that wouldn't reflect reality). Other sources such as building cad drawings have been used where available. Updates will continue until all polygons have been reviewed, and will then be maintained as new orthophotography is received, and as permits are issued (particularly demolition permits).

The layer Environmentally Sensitive Policy Areas (ROP15_EnvSensitivePolicyArea) is a component of Map 4 (Greenlands Network) of the Regional Official Plan (ROP) as adopted by Council on June 16, 2009, and approved by the Ontario Municipal Board on June 18, 2015 . Environmentally Sensitive Policy Areas are regionally significant natural areas that comprise: (a) Provincially significant Life Science Areas of Natural and Scientific Interest, regionally significant Life Science Areas of Natural and Scientific Interest, or provincially significant Earth Science Areas of Natural and Scientific Interest; or (b) At least two of the following criteria: i) comprise ecological communities deemed unusual, of outstanding quality or particularly representative regionally, provincially or nationally; ii) contain critical habitats which are uncommon or remnants of once extensive habitats such as old growth forest, forest interior habitat, Carolinian forest, prairie-savanna, alvars, cliffs, bogs, fens, marl meadows, and cold water streams; iii) provide a large area of natural habitat of at least 20 hectares which affords habitat to species intolerant of human intrusion; or iv) provide habitat for organisms native to the region recognized as regionally, provincially or nationally significant; or (c) fulfill one of the criteria in Policy 7.C.5(b) and any two of the following: i) contain an unusual diversity of native life forms due to varied topography, microclimates, soils and/or drainage regimes; ii) perform a vital ecological function such as maintaining the hydrological balance over a widespread area by acting as a natural water storage, discharge or recharge area; iii) provide a linking system of relatively undisturbed forest or other natural habitat for the movement of wildlife over a considerable distance; iv) serve as major migratory stop-over or significant over-wintering habitat; or v) contain landforms deemed unusual or particularly representative at the regional scale.

Designation is the means by which a community can protect is cultural heritage resources.
The Ontario Heritage Act 1990 gives each municipal council the responsibility to protect those buildings which are of provincial or local historical significance; or of architectural importance as an example of a particular building type, style or period or as the work of a local architect or builder of note. The landscape may also be of heritage value, if it is an example of natural beauty.
Designation is registered on the title of the property and does not restrict the sale of the property, or normally affect its resale value. Designation continues to be in effect when a property changes hands.
Designation protects the property from unsympathetic alterations, which may decrease its historic, architectural or aesthetic value. Designation can also prevent demolition, since the owner must apply to Council for a demolition permit. This gives the community and Council time to find an alternative to demolition, acceptable to the community and the owner. Either a new owner, who will preserve the building may be found, or the original owner may be persuaded to retain it. Regional Council is the policy-forming and decision-making body of the Region of Waterloo. The first council was elected in October of 1972 for a two year term. Provincial legislation passed in the spring of 2000, reduced the number of councillors from 24 to 16 and mandated the direct election of councillors. This data set lists all the members of Regional Council by term from 1972 to 2022

Provincially Significant Wetlands (ROP15_Wetlands) are a component of Map 4 (Greenlands Network) of the Regional Official Plan (ROP), as adopted by Regional Council on June 16, 2009 and approved by the Ontario Municipal Board on June 18, 2015. Wetlands are lands that are seasonally or permanently flooded by shallow water, as well as lands where the water table is close to the surface. In either case, the presence of abundant water has caused the formation of hydric soils and has favoured the dominance of either hydrophytic or water tolerant plants. This dataset identifies wetlands in the Regional of Waterloo that have been classified as "Provincially Significant" by the Ministry of Natural Resources (MNR) based on their hydrological, biological and social assets.The Wetlands shown in this dataset include "Provincially Significant" wetlands within a 500m buffer of the Region of Waterloo boundaries. Where only a potion of an "Provincially Significant" wetland falls within the 500m buffer, the entire wetland was included in the Wetlands dataset.

In this layer, the geographical extent of The Regional Municipality of Waterloo is represented as a polygon. The Regional boundary is coincident with the outer perimeter of the Area Municipalities. In part (the Beverley annexation), the Region of Waterloo Act defines this boundary; however, most of it reflects the former County of Waterloo boundaries, which in turn were based on the original surveys of the Six Nations Tract and others. Today, roads effectively delineate much of the boundary; however, responsibility for maintenance of these roads does not necessarily coincide with the legal extent of the boundary. In some locations, private property ownership and taxation have superseded the original definition of the boundary, and in these cases modern property lines are used. Please note that this layer is not in its final state. There are known and suspected errors of various types, some resulting from attempts at redrawing the boundaries to meet criteria other than those set out above. Caution in interpreting these boundaries is advised. Some Area Municipalities or neighbouring municipalities may have versions of their respective limits that differ in certain respects.

The layer Forests greater than 4 hectares (ROP15_Forest4ha) is a component of Map 4 (The Countryside) of the Regional Official Plan (ROP) as adopted by Council on June 16, 2009, and approved by the Ontario Municipal Board on June 18, 2015. This layer represents one component of the provincial-level environmental constraints, as outlined in the Provincial Policy Statement. It may overlap with other environmental features such as wetlands or ESPAs. It is a subset of all forest cover in the Region, as captured by the For_RMW layer. Elements such as fence rows and regeneration, or recently reforested areas were excluded, based on data in the source layer. The remaining polygons were amalgamated where contiguous. Areas less than four hectares were then removed. As part of the land budget exercise for the new ROP, the boundaries of this layer were closely reviewed for any woodlands located within the Designated Greenfield Areas. Regional Planning staff will review the balance of the woodlands boundaries in 2016. Any changes to these boundaries would be implemented through a future amendment to the ROP.

Warming, Cooling and Clean Air Spaces are buildings in the region that provide space for the public to get temporary relief from heat, cold or poor air quality, during regular business hours. Warming, Cooling and Clean Air Spaces are located all over Waterloo Region, including Waterloo, Kitchener, Cambridge, North Dumfries, Wellesley, Wilmot, and Woolwich. There is no expectation of extra amenities or services at these spaces above what is already provided.
Note that Warming, Cooling and Clean Air Spaces are intended to provide temporary relief from heat, cold, and poor air quality. They are not available for extended stays. For additional supports for individuals experiencing homelessness, please reference the pocket card on the Emergency Shelters and Transitional Housing webpage. The pocket card provides a list of locations and contact details for shelters, drop-in and street outreach services across the region.
An Extreme Cold Warning for Waterloo Region is issued when the temperature or wind chill is expected to reach minus 30° C for at least two hours.
A Heat Warning for Waterloo Region is issued when one or both of the following conditions are met:
Two consecutive days where the temperature is forecasted to be 31° C or higher during the day and 20° C or higher overnight
Two consecutive days where the humidex is forecasted to be 40° C or higher

Abstract:
Digital orthophoto imagery at a resolution of 12 cm was flown for the Region of Waterloo. The images were capture in spring 2012. The ground conditions were leaf off and snow free.
General Information
Source Year 2012 Category Ortho Feature Type Imagery Methodology First Base Solutions created a digital 12cm resolution colour orthophoto mosaic of every 60% FOL photograph using the adjusted digital images, ground control data and a digital elevation model. Correcting the distortion found in the original imagery creates the orthophoto. There are three distortions, camera lens distortion, changes in aircraft altitude and changing ground elevation. Processing of the orthoimagery is done by using a combination of PCI and Intergraph software. Once the adjusted image orientation data is imported, the remaining data required to produce the orthophoto is input. This includes the camera calibration data, control data and the digital elevation model. The number of times the imagery is subject to re-sampling is minimized. The re-sampling algorithms used employs cubic convolution strategies for deriving the output pixel intensity value. Once the individual images have been orthorecified they are imported into the Intergraph OrthoPro mosaicing environment. Intergraph produces remarkable mosaics with virtually invisible seams and remarkably even tone. Initial tiles are clipped from within Intergraph and then mosaiced together using MrSID for QC evaluation. Visual QC checks are done to look for wobbles along road/railways and bridges, even colour tones, poor cutline location and incorrect elevations. Once corrections are complete the final tiles are clipped using PCI and final delivery tiles are processed. A gridded land cover map derived from aerial imagery and lidar terrain data.
General Information
Source Year 2019 Category Elevation Model Feature Type Grid LC Methodology High resolution land cover dataset for Kitchener,ON. Seven land cover classes were mapped: (1) tree canopy, (2) grass/shrub, (3) bare earth, (4) water, (5) buildings, (6) roads, and (7) other paved surfaces. The primary sources used to derive this land cover layer were 2019 LiDAR data and 2019 3 band orthomosaic imagery. Ancillary data sources included GIS data provided by Kitchener,ON or created by the UVM Spatial Analysis Laboratory. Object-based image analysis techniques (OBIA) were employed to extract land cover information using the best available remotely sensed and vector GIS datasets. OBIA systems work by grouping pixels into meaningful objects based on their spectral and spatial properties, while taking into account boundaries imposed by existing vector datasets. Within the OBIA environment a rule-based expert system was designed to effectively mimic the process of manual image analysis by incorporating the elements of image interpretation (color/tone, texture, pattern, location, size, and shape) into the classification process. A series of morphological procedures were employed to insure that the end product is both accurate and cartographically pleasing. Following the automated OBIA mapping a detailed manual review of the dataset was carried out at a scale of 1:2500 Meters and all observable errors were corrected. Name Trail Counters - Pedestrian and Cyclists Description Cyclist and pedestrian counting data (eco-counter) for sites across Kitchener since 2018. Notes *The site identifier (site id) is to be used to JOIN count data to site locations (Active_Transportation_Eco_Counters). There are too many records to open in excel please use software capable of handling Big Data. Update Frequency As needed Field Descriptions
